The Orders exempt international nationals who are exempt from the requirement to acquire a temporary resident visa under paragraph R190 and their instant family members. Note that the broader definition of instant relations continues to apply. Other exemptions embrace those traveling on non-tourist visas from countries with low vaccine availability. A senior administration official mentioned there are about 50 countries that would fit that bill, but that people who receive the exemption for low vaccine availability have to supply a U.S.-government issued letter stating the urgent want for travel.
